E-Police Clearance Process

Part 1: Government Portal Registration

1.1 Visit the Government Portal at www.gavaman.com.pg and click Register.

1.2 Select New Sign-Up, review the Terms and Conditions, and click Accept.

1.3 Complete all required fields with your personal information:
- Full name
- Date of birth
- Place of birth
- Village, district, province
- Phone number
- Email address
- Residential address
- Passport number
- NID number (Do not include a driver's license number in the NID field).

1.4 Upload a clear, passport-sized photo as your profile picture.

1.5 Click Done/Save Profile to finalize your registration.

Part 2: Police Clearance Registration

2.1 Log into the Government Portal and click on Police Clearance Services from the dashboard.

2.2 Your profile information will automatically populate the form.

2.3 Select the Purpose of your police clearance and click Next.

2.4 Follow the instructions to proceed to the Payment section.

Part 3: Online Payment

3.1 Access the Finance E-Receipting Dashboard.

3.2 Navigate to the Customer Portal at https://epay.finance.gov.pg/dof-home/ and input your bank details.

Note:
- You must have a BSP Go Pay account to make the payment.
- Payments are restricted to one profile per account.
- Avoid third-party payments, as they will not be recognized by the system.

3.3 Once payment is successful, a Receipt Number (e.g., ERG000000#) will be emailed to you. Copy this number and input it into the designated field in your Police Clearance Application.

3.4 Proceed to the Fingerprinting section.

(Note that the receipt number must be from the Finance E-Pay (BSP Pay) service and not from EFTPOS. IF you pay on EFTPOS, do fill out the application form manually and lodge your application)

Part 4: Admin Backend Process

4.1 Visit the NCRO Online Services Desk and request assistance for the Online Police Clearance Services.

4.2 Provide your Email Receipt Number to the Payment Verification Officer for validation.

4.3 Have your Ten-Fingerprints captured using the electronic biometric scanner.

4.4 Your fingerprints will be registered under the name used in your application.

4.5 The officer will verify your profile, link your fingerprints to your application, and upload them to the system.

4.6 Once verified, the officer will click Submit to complete the Online Lodgement Process. A notification will be sent to your email and phone via SMS.

Part 5: Application Review and Approval

4.7 The NCRO Vetting Team will conduct a thorough background check on your records and update the application with their remarks.

4.8 The OIC NCRO will access the PCAIMS System to review incoming applications.

4.9 The OIC will ensure all steps are completed and processes followed.

4.10 The OIC will approve your application by clicking the Email Notification Button associated with your profile.

Final Notification

You will receive an email from RPNGC confirming your application has been verified.

An attachment containing your Online Police Clearance will be included. This document includes your details, remarks from the background character check, and a Verification Barcode for authentication.

Process Completion

You have successfully completed the online process and accessed the required service. Your police clearance is now ready for use.
