The Royal Papua New Guinea Constabulary (RPNGC) has commenced a weeklong review on the 2019 Gender Equity and Social Inclusion (GESI) Policy at Tuhava Town near Port Moresby from the 20th of October to the 24th of October 2025.
The RPNGC Acting Manager for GESI, Mr Steven Dama said the GESI policy was launched in 2019 but was not effectively implemented and is now overdue for review.
RPNGC is one of the first government agencies to embrace GESI in its corporate plan in coherence with the National Public Service GESI framework that was approved by the National Executive Council (NEC) in December 2012.
However, the GESI Policy was not in effect until May 2025, the RPNGC Executive Management proposed a need to review the policy after consultation with the Department of Personal Management who is the custodian of the GESI Policy.
GESI is a new policy driven concept that the NEC encouraged government agencies to accommodate. It ensures fair treatment and full participation of all individuals regardless of gender, ethnicity, age, disability or social status.
Mr Dama said GESI is all about the welfare of employees in the organization. This policy is in place to ensure everyone is respected and promotes workplace diversity and inclusion.
“In order for us to achieve organizational goals and visions, we have to understand that all employees are unique and different and add value to the organization, therefore, there should not be any discrimination of any sort,” says Dama.
A GESI Review Committee comprising of members of RPNGC from various Directorates, the DPM GESI Experts and the European Union have started reviewing the GESI Policy to produce the first draft of the reviewed policy.
Mr Dama said in this review, the GESI Review Committee will look at the existing policy, address the implementation gaps and make necessary amendments to suit the organization.
He said the second draft will be produced after consultation with the Provincial Police Commanders and have the GESI Policy 2026 launched early next year along with Strategic plans to ensure that members of the RPNGC are fully informed of the GESI principles and values.
