RPNGC AMONG FIRST STATE AGENCIES TO JOIN GOVERNMENT’S NEW ELECTRONIC FUNDS PAYMENT SYSTEM

The Royal Papua New Guinea Constabulary (RPNGC) has become one of the first government agencies to be onboarded onto the Government’s new Electronic Funds Payment (EFP) system, marking a significant milestone in modernising its financial management and payment processes.

The new electronic payment system was officially launched at Police Headquarters today by a joint team from the Department of Finance and the RPNGC Finance Division.

The EFP system introduces a real-time payment mechanism that eliminates the need for cheque payments, significantly reducing processing time, administrative costs and delays associated with traditional payment methods.

Under the new arrangement, payments to individuals, businesses and service providers can be processed within minutes and transferred directly into their respective bank accounts.

The system is also designed to strengthen financial compliance, transparency and accountability, which are critical elements of effective public financial management.

Speaking on behalf of Police Commissioner David Manning, Assistant Commissioner of Police (ACP) Gaiwary Tinga commended the Department of Finance team, led by its Deputy Secretary, and the RPNGC Finance Division for their efforts in ensuring that the Constabulary was among the first government agencies to transition to the new system.

“This is the start of more good things to come for Police, being one of the largest and oldest state institutions,” ACP Tinga said.

He said the introduction of the real-time payment system would significantly reduce processing time and other administrative burdens while improving transparency and accountability in the Constabulary’s financial management operations.

ACP Tinga further acknowledged the importance of embracing modern financial systems to improve institutional efficiency and ensure that public funds were managed responsibly.

Meanwhile, the Department of Finance team acknowledged that, like any new system, the EFP would present some initial challenges. However, the department assured the RPNGC that it was prepared to address emerging issues and provide the necessary support to ensure a smooth transition.

The onboarding of the RPNGC onto the EFP system represents an important step towards strengthening government financial management, improving service delivery and advancing the Government’s broader digital transformation agenda.
