ENGA Provincial Police Commander, Chief Superintendent, Steven Harris, has confirmed that two significant appointments within the Enga Provincial Police Command.
PPC Harris said Chief Inspector Daniel Yangen has been command-posted as Police Station Commander for Wabag. He said alongside this substantive posting, Chief Inspector Yangen would cover the Provincial Police Commander for Enga role over the next two to four weeks during his (PPC Harris) absence.
Chief Inspector Yangen has a significant task ahead of him: bringing Wabag Station, and the services it delivers to the District, up to the standard the people of Enga deserve. PPC Harris has led improvements in discipline, attendance and performance across the Command, but commanding individual police stations is not the PPC’s role and now sits with Chief Inspector Yangen as PSC Wabag.
Superintendent Billy Kua has also been posted as Staff Officer to the Enga PPC, performing the role of Operations Officer within the PPC Office for Enga Province. Superintendent Kua joins the Command after 27 years of service with the Papua New Guinea Defence Force, most recently as Major, having made a lateral transfer to the Royal Papua New Guinea Constabulary and been commissioned to the rank of Superintendent. He is an alumnus of the Royal Military College, Duntroon, and is highly respected.
Before his transfer, then Major Kua served as Operations Officer with 2RPIR and was deployed to Enga Province as Officer Commanding Delta Company for Operation WANEO, part of a 27-year PNGDF career that included multiple operational deployments across the Highlands.
PPC Harris said the appointment was a deliberate step to build capability and capacity within his own Command.
“I identified critical gaps within this Command in senior commissioned officer capacity, in strategic and operational planning, in effective command and control, and in logistics. Superintendent Kua’s rank reflects the depth of his experience, and his appointment goes directly to closing those gaps,” PPC Harris said.
PPC Harris said with 27 years of military service, a Duntroon education, and extensive Highlands operational experience, Superintendent Kua is now serving from within the RPNGC command structure and is well placed to strengthen the Command’s planning, command and control, and logistics, with his military background also lending useful familiarity when coordinating with PNGDF elements operating in the province. His appointment also adds to the independence of the RPNGC in the province, something the population has called for.
PPC Harris also identified this strengthened command structure as critical to the effective planning and coordination of the 2027 National General Election. “The changes this command needs to be ready for the election must start now, and they are,” PPC Harris said. He thanked RPNGC top management for sharing his vision and for giving effect to bringing Superintendent Kua across, noting that they too are focused on delivering a safe and fair election.
PPC Harris congratulated both officers: Chief Inspector Daniel Yangen on his command posting as PSC Wabag and his forthcoming responsibility as Acting PPC, and Superintendent Billy Kua on his transition and appointment. After 27 years in green, Superintendent Kua begins another chapter of service in blue.
